New Monitor RSS and JSON Feed updates

We have improved the Monitor feed API with more flexible, reliable consumption options.

The existing RSS endpoint is now called the Consume RSS Feed Endpoint.
A new Consume JSON Feed Endpoint is available, returning the same updates in JSON Feed 1.1 format.
Both feeds now support filtering by target_id.
Feed results are paginated with max_items from 1 to 1,000, plus next-page URLs.
RSS responses provide the next page through the HTTP Link header. JSON Feed responses include next_url.
Use after_guid to poll only for updates that arrived after a previously processed item.

These additions are also available through our MCP integration.
